take that "the man". i think it might be technically illegal in most of new mexico, the water rihts in northern NM are byzantine and enormously corrupt. but when the county sells rain barrels,well, game on!
Fortunately my town is not governed by the acequias and mayordomos, but we also have no rivers to steal from either.
